Terminal Regulations

§ 1 Scope

These regulations apply to all terminal buildings and the associated open spaces and approach roads.

§ 2 Use of the terminal approach roads

1. Only authorised traffic is permitted to use the terminal approach roads.

2. Stopping is only permitted in the designated stopping bays.

3. Barrier system areas must be vacated quickly.

4. The German Road Traffic Regulations (StVO) apply. 

§ 3 Use of the terminal and security area

1. The terminal buildings’ public areas are open 24 hours a day. Any deviating regulations will be announced via a notice in the entrance area.

2. Passengers are only permitted to enter the security area with a valid boarding pass.

§ 4 Safety and order

1. Every user must behave in a way that does not endanger, impede, harm, threaten or harass others. Loitering, begging and similar behaviour is not permitted.

2. Special measures to protect the health and welfare of the population and the rules of conduct issued by the competent authorities in public buildings must be observed.

3. Attention must be paid to cleanliness on the entire premises. Waste must be disposed of in the containers provided. Going through containers is not permitted.

4. Smoking (including electronic cigarettes) is only permitted in designated smoking areas. Building entrances must be kept clear of smoke. Cigarette butts may only be disposed of in ashtrays.

5. Playing live music and loud sound recordings and similar is not permitted.

6. Users are not permitted to dirty, contaminate or stick anything on surfaces, parts of buildings and fittings. Fittings may only be used for their intended purpose.

7. The use of the escalators is not permitted with baggage trolleys, buggies or bulky items.

8. Excessive alcohol consumption and the trade and consumption of drugs and narcotics are not permitted.

9. The use of bicycles, roller skates, inline skates, kickboards, skateboards, etc., is not permitted in the terminal buildings.

10. Bicycles, electric scooters, etc., must be parked in the designated areas. The use and parking of commercially offered bicycles (e.g. bike sharing) is prohibited. This also applies when taking a break from a journey.

11. The use of electronically operated means of transport in the terminals is only permitted for certain service groups in the performance of their duties.

12. Bringing animals to the terminal, with the exception of dogs and those that are going to be transported by aircraft or are for the performance of official duties, is prohibited. Animals may only be brought on a lead, in a cage or otherwise secured in an appropriate manner.

13. Feeding birds, rodents and other wild animals is prohibited. Spreading feed constitutes littering in a public space and can be considered an administrative offence and punished accordingly.

14. The airport is under video surveillance for security reasons.

15. The instructions of airport staff must be followed in the event of evacuation. Any conduct that could lead to a fire hazard must be avoided.  

§ 5 Emergency exits & safety equipment

1. The marked escape and emergency routes and doorways must be kept completely clear. In particular, sitting and lying in an escape route, on stairs and in front of entrances is not permitted.

2. Anyone who improperly opens emergency exits or doors secured by an alarm or activates other security devices must pay € 200 – notwithstanding prosecution in criminal or administrative fine proceedings and further claims under civil law. Misuse is defined as operating these safety devices without the intention of averting danger. The same applies to the improper activation of smoke detectors if this results in the evacuation of the terminal. The person responsible for the damage must prove that the damage was only minor or that there was no damage. 

§ 6 Activities subject to authorisation

The following activities require prior authorisation from the airport operator:

  • putting up notices and posters;
  • distributing any kind of print products;
  • organising collections, surveys and polls;
  • image, video and audio recordings for commercial purposes;
  • any commercial or private image, video and audio recordings of the security facilities;
  • setting up information and sales stands, advertising media; and
  • any kind of distribution of goods and services and collecting orders.

§ 7 Demonstrations

1. Meetings are only permitted in areas where neither the safety nor the functionality of airport operations are compromised.

2. Anyone wanting to organise a meeting must notify the airport operator in writing at least 48 hours before the public announcement of the event.

3. If the reason for a meeting arises at short notice (urgent meeting), the airport operator must be notified of the meeting at the latest when it is publicly announced. The notification must include the subject of the meeting, the name and contact details of the person responsible and details of the place, time and expected number of participants.

4. The provisions of the German Law concerning Assemblies and Processions remain unaffected.

§ 8 Unattended items

1. Baggage or other items must not be left unattended. Unattended luggage will be removed, checked and stored for a fee.

2. The airport operator accepts no liability for any resulting consequences or damage. In the event of a wilful or grossly negligent offence, the costs of any necessary safety measures taken and any consequential damage may be charged.

§ 9 Viewing terrace

1. The viewing terrace is subject to a charge and may only be entered with a valid admission ticket or corresponding authorisation.

2. Throwing objects of any kind from the terrace or climbing over the terrace boundary is prohibited.

§ 10 Baggage trolleys & mobility aids

1. Baggage trolleys may only be used to transport passenger baggage. They may not be removed from the airport premises and must be returned to the designated holding areas after use.

2. For the use of mobility aids (wheelchairs, buggies provided by the airport operator), the instructions for use displayed at the points of issue apply. 

§ 11 Lost property

1. Lost property found on the airport premises, with the exception of the railway station and aircraft, must be handed in immediately at the airport service centre.

2. Lost property at the railway station must be handed over to Deutsche Bahn AG.

3. Lost property on aircraft must be handed in to the respective airline’s baggage service.

§ 12 Penalties for violations

1. If these terminal regulations are violated, the airport operator may make use of its right to undisturbed possession and, if necessary, impose a ban on entry, initiate criminal prosecution and assert claims for damages.

2. A lump sum of 100 euros may be charged for cleaning and administration costs incurred for intentionally caused contamination. This also applies to contamination caused by animals that is not removed immediately. The person responsible is free to provide the airport operator with evidence of lower costs.

3. Instructions issued by the airport operator’s employees and contracted service providers, in particular to maintain order, cleanliness, peace and security, must be complied with.
