Guidelines and procedure

The airport company (FBB) reimburses the costs for the structural implementation of noise protection measures up to 30 per cent of the noise protection-related market value of the property. If the costs are higher, the owner will receive a compensation payment in the sum of that 30 per cent.

FBB has worked with Sprengnetter Immobilienbewertung to develop a corresponding guideline to create a standardised and clear basis for the noise protection-related market value assessment. To create the greatest possible transparency, the contents were presented to the approval authorities, expert committees and the Airport Berlin Brandenburg dialogue forum.

The guideline describes the special rules and particular requirements for the noise-related market value assessment. These specifications and rules are set out in the requirements of the planning approval decision. The guideline is intended to ensure that all experts proceed as uniformly as possible in terms of methodology and that the procedures and results are, therefore, comprehensible and comparable.

The procedure for the sound insulation-related market value assessment

For many properties, it cannot be ruled out that the cost of the necessary sound insulation measures will be more than 30 per cent of the sound insulation-related market value. As the owners would then be entitled to a compensation payment, a sound insulation-related market value assessment and comparison of the costs are required in such cases.

FBB has contractually bound Sprengnetter Immobilienbewertung to prepare the noise protection-related market value assessments. Sprengnetter will, therefore, contact the owners to arrange an appointment for the necessary property viewing. There is also the option of commissioning a separate market value valuer. However, as in the case of Sprengnetter, they must work in accordance with the guidelines. FBB will inform the owners in writing about the associated framework conditions.

As soon as the noise protection-related market value assessment is available, there are two options:

The cost of the structural implementation does not exceed 30 per cent of the noise protection-related market value. In such a case, FBB shall reimburse the cost of the structural realisation of the necessary noise protection measures. The owners, therefore, receive an individual determination of their entitlement to the structural realisation and can commission a construction company of their choice to adopt the noise protection measures on this basis.

The cost of the structural implementation exceeds 30 per cent of the noise protection-related market value. In such a case, the owners receive compensation in the sum of 30 per cent. The owners receive a compensation claim and can freely dispose of the money. However, FBB recommends using the disbursed money to adopt structural noise protection measures.
